Uttar Pradesh Invites Bids for 500 MW Rooftop Solar Projects

Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) is calling for bids to establish a combined capacity of 500 MW for grid-connected rooftop solar projects across government/semi-government buildings and other institutions in Uttar Pradesh. The RESCO model, operating on a net metering basis, will encompass the design, manufacture, supply, erection, testing and commissioning of a 25 kW to 2,000 kW grid-connected rooftop solar system, along with a comprehensive 25-year commitment to warranty, operation and maintenance.
Interested parties have until January 2, 2024, to submit bids, with bid openings slated for January 3. The selected bidder will undertake the project’s operation and maintenance for a quarter-century post-commissioning. To participate, bidders are required to submit a tender fee of 29,500 (~USD 355.19) inclusive of GST and the earnest money deposit is calculated by multiplying 1 million (~USD12,040) with the quoted bid capacity in MW.
Upon successful bidding, the winning entity must furnish a performance bank guarantee (PBG) within 30 days from the award date or before signing the agreement with UPNEDA. The PBG amount will be determined by the formula: 1 million (~USD 12,040) × Allocated Capacity in MW. Additionally, bidders are obligated to pay a document processing fee, calculated as 10,000 (~USD 120.3) multiplied by the quoted bid capacity in MW, up to a maximum of 500,000 (~USD 6,020) inclusive of GST.
Key specifications mandate that the manufacturing of modules and cells occur within India and comply with the current Approved List of Models and Manufacturers of Solar Photovoltaic Modules (Compulsory Registration Requirement) Order 2019. Project sizes must fall within the 25 kW to 2,000 kW range, allowing for multiple rooftop units within a single project, each possessing an independent grid connection and individual meters.
However, only one project is permitted per meter consumer number, with a maximum project size capped at 2000 kW. Bidders must demonstrate a proven track record in designing, supplying, installing and commissioning grid-connected solar power projects and solar systems under the RESCO mode. Cumulative experience should total not less than 1,500 kW over the past five financial years, including the period leading up to the bid submission deadline and commissioned projects under the RESCO mode must be operational.
Bidders are required to have a minimum net worth of 38 million (~USD 96,317)/MW of the quoted capacity, with the financial evaluation based on the last available financial year. The assessment may also consider the financial status at least seven days before the bid submission deadline. In a previous development, UPNEDA had invited bids in June for a 5 MW solar power project in Saraisadi village of Mau district, Uttar Pradesh.
