Delhi Assembly Goes Fully Solar, Adopts Paperless NeVA Governance System

New System to Make House Paperless, 500 KW Rooftop Plant Commissioned

The Delhi Assembly marked a dual milestone on Sunday by becoming the first legislature in the country to operate entirely on solar power while also implementing the National e-Vidhan Application (NeVA) platform, ushering in a new era of paperless governance.

Union Law Minister Arjun Ram Meghwal, who inaugurated the 500 kilowatt rooftop solar power plant and launched the NeVA platform, said this transformation aligns with Prime Minister Narendra Modi’s vision of sustainable and transparent institutions. He contrasted the colonial-era Indian Penal Code with the new Bharatiya Nyaya Sanhita, saying the latter aims to deliver justice instead of punishment.

The Assembly building, which once housed the country’s first Parliament in 1912, is now fully solar-powered. The move is expected to significantly reduce electricity costs, with savings reinvested in development work. “This shift reflects a deeper transformation where sustainability, self-reliance and digital empowerment converge,” Meghwal said.

Chief Minister Rekha Gupta described the plant’s commissioning as a “turning point” in institutional responsibility. With over 50 per cent of India’s installed capacity now from non-fossil fuel sources, she stressed that Delhi’s legislature must lead by example.

Speaker Vijender Gupta emphasised the symbolic and practical value of the shift. “The successful commissioning of the solar plant marks a new chapter in our commitment to cleaner energy and public responsibility,” he said. He also announced that the entire Monsoon Session, starting Monday, would be conducted using solar power, with the House operating entirely through the NeVA interface.
