Govt Set To Roll Out ALMM-2 For Solar Cells In 10 Days

New list to mandate use of locally made solar cells in projects
The government is expected to notify the second edition of the Approved List of Models and Manufacturers (ALMM-2) for solar cells within the next 10 days, according to two people aware of the matter.
ALMM-2 will specify certified solar cell manufacturers and models eligible for use in domestic projects, thereby reinforcing the mandate for locally sourced solar components. While the first ALMM applicable to solar modules has already served as a non-tariff barrier to support local industry and curb imports, ALMM-2 has remained pending.
“The delay was primarily due to the domestic installed capacity of solar cells being lower than the projected demand, leading to confusion during project auctions,” said one of the officials.
The Ministry of New and Renewable Energy had earlier set two key timelines for this mandate. As per the existing plan, solar power projects tendered after 9 December 2024 will be required to source their solar cells exclusively from the ALMM-2 list.
ALMM-I, which lists module manufacturers certified by the Bureau of Indian Standards (BIS), has already accelerated local capacity addition and boosted investor confidence in the domestic ecosystem.
Industry players have long awaited clarity on ALMM-2 to plan sourcing, manufacturing tie-ups and auction strategies. Once notified, ALMM-2 is expected to help streamline auctions and improve investor visibility, while also pushing for backward integration in India’s solar value chain.
