Indian Biogas Association Urges Unified National Biogas Mission

A white paper introduced by Nitin Gadkari at the 4th BBB Summit calls for the integration of Satat, GOBARDhan, and CBG blending schemes under a single mission to unlock India’s biogas potential

The Indian Biogas Association (IBA) has called for the establishment of a Unified National Biogas Mission to streamline and accelerate the growth of India’s biogas sector. At the 4th Bio-Energy & Bio-Gas (BBB) Summit held in the capital, the IBA unveiled a comprehensive white paper advocating for the integration of the SATAT initiative, GOBARDhan scheme, and Compressed Biogas (CBG) blending mandates under a single, harmonized framework.

The white paper, launched by Union Minister of Road Transport and Highways Nitin Gadkari, lays out a roadmap to boost biogas adoption across sectors through centralized tracking, standardised performance metrics, and coordinated funding mechanisms.

“This is a critical opportunity to synergise existing efforts and scale up biogas adoption for India’s energy security, waste management, and rural empowerment,” said Gaurav Kedia, Chairman, Indian Biogas Association. “India generates nearly 62 million tonne of municipal solid waste annually, yet a large portion remains untapped. At the same time, over 80 per cent of rural households rely on polluting biomass fuels. A unified mission will help address these systemic inefficiencies.”

Key recommendations from the white paper include a phase-wise CBG blending mandate, development of a green certificate ecosystem, incentives for waste segregation and feedstock logistics, and targeted subsidies for LPG-biogas hybrid stoves. The paper also calls for integrating biogas infrastructure into public transport and smart buildings, while aligning rural cooking fuel access with the Ujjwala Yojana and City Gas Distribution networks.

Col. Rohit Dev, Advisor to IBA and Managing Director of Reveille Energy, emphasized the transformative impact of decentralized biogas systems. “Biogas is not just a fuel—it is a foundation for energy equity, rural livelihoods, and a regenerative economy,” he said. “This white paper presents a clear and collaborative roadmap. But it demands ambition, coordination, and conviction from all stakeholders.”

Organised by the Indian Biogas Association in partnership with Reveille Energy and Indus Exposium, the 4th BBB Summit brought together industry leaders, policymakers, and clean energy innovators to deliberate on India’s biogas future.

The IBA’s push for a unified mission comes at a time when India is striving to cut its crude oil import dependence—currently over 85 per cent—while addressing rural energy poverty and climate change imperatives.
